daiske, as i understand it, applying logic to our guild rules would come up with this:
you can pk a player that is in a pk map when he is there for pk reasons.
you can
not pk a pvping player. period. whether you like him or not, whether he has done bad to you, to our guild, or others, or not.
we're not keeping a guild "sh*tlist", nor enemies.
anyone being named in our outlaws section is listed there for the reason of warning our guildies - and other players - and reporting bad experiences had with these players
for the reason of letting others know these are or might not be trustworthy and what to watch out for.

you're in LotN long enough to know what we are about and what we're not about - and you've been around EL long enough to know that at least about half the players' population does not support this stance, in general, else there wouldn't be many left who were *not* bagjumping, for instance.
